ECR changes have relaxed the controls on some defense-related items and technology, but made understanding and complying with the regulations even more complicated. The shift of many military and space items from the International Traffic in Arms Regulations (ITAR) to the Export Administration Regulations (EAR) obliges exporters to learn the challenging ins and outs of the EAR. There is good news in the fact that the complex rules impose significantly fewer compliance burdens and fewer compliance-based export delays.
